i have been using texture packer of image resources. read asset catalogs eliminate need specify ios device extensions needed resources. can asset catalogs eliminate need ios device resource extensions in sprite sheets? if yes, how? also, can asset catalogs work apps run on older versions of ios?

unless cocos2d-iphone gets update support asset catalogs: no.

fwiw not sprite kit supports asset catalogs, though it's said on roadmap.

asset catalogs work on apps built ios 7, means if you're still targeting ios 6 or earlier couldn't use them.
